Vision

We envision a society where police departments no longer disproportionately kill Black, indigenous, and people of color (BIPOC), mirror the communities they serve, promote the safety and well-being of all people, and responsibly impact city budgets. We work to elect reform minded decision makers to our legislative bodies and executive seats so that all people will feel safe when interacting with law enforcement officers.

What We Do

Justice Through Police Reform is a federal political action committee. We recruit and train the strongest candidates, coordinate volunteer opportunities, and turn out the vote.

Mission

Justice Through Police Reform's sole purpose is to help elect decision makers into office who support comprehensive police reform on the local, state and federal level

Robert T. Stephens ​
​

​Robert T. Stephens is a lobbyist with a strong sense of justice, equity, integrity, and adventure from Raeford, NC. For the past twelve years, Robert has worked in politics and education and traveled around the globe being jailed, leading marches, protests, and shining a light on the injustices that occur by police and America’s legal system. He fervently believes when something is wrong, you do something about it. You don't sit on the sidelines waiting for someone else to do something. He also believes this is our moment to truly create change and reimagine what policing looks like in America.  

Robert traces his activism back to his parents and to his time spent in the classroom teaching. He has had a lifelong passion for policy and education. As a first-generation college graduate, he bore witness to education’s ability to lift one out of poverty.

Jennifer Blemur 
Jennifer Blemur is the Senior Advisor for Justice Through Police Reform PAC. Committed to advancing the public welfare, Jennifer Blemur is the Director of the Women Legislators’ Lobby (WiLL), a program of Women’s Action for New Directions (WAND). WiLL is a national nonpartisan network of women state legislators who work together to influence federal policy and budget priorities.

​When women flex their collective power, they can transform policy to improve the lives of their constituents and the nation. Jennifer's goal in working in state policy is to ensure that elected officials know what is happening in their communities, are equipped with sensible policy solutions, and are empowered to effectuate long-lasting positive change.
